COMMUNITY AWARENESS AND EMERGENCY RESPONSE (CAER)

     CAER, is an initiative of the Canadian Chemical Producers Association (CCPA) and is an industry driven, voluntary process that brings together interested private and public sector partners to review the state of emergency preparedness planning.

     The focus of the process is to ensure municipalities and industries are prepared to effectively deal with emergencies and to reduce the negative impact an emergency might have on life, the environment and property within the community.

     The Leeds Grenville CAER Stakeholders Committee, co-chaired by leaders in the private and public sector, has been in existence since 1986 and was formed under the CCPA, CAER concept.

     The committee has assisted municipalities and industry in the United Counties of Leeds & Grenville to develop and test their emergency plans.

     The CAER Committee meets periodically, and has sponsored eight symposiums, including a major review of how local communities dealt with the effect of Ice Storm '98.

     The committee's goal is "To provide a forum for the Communities, Industries and Emergency Response Agencies to discuss their roles and accountabilities, share information, expertise, and enhance emergency response planning."

     Networking of practitioners, stakeholders and professionals through the committee has proven to be a definite advantage when local emergency strikes.

CANADIAN FORCES:  (Army, Navy, Air Force and Reserves)

     The regular Canadian Forces and locally, the Brockville Rifles, Canadian Army Land Reserves, serve Canada as peacekeepers as well as rendering assistance to civil authorities in times of emergencies.

     Brockville and Leeds, Grenville and Lanark community citizens soldiers are an integral part of the social fabric of their community and train on a regular basis in order to be prepared for a range of responsibilities they may be tasked with.

     Natural disasters and major emergencies requiring additional assistance such as the Manitoba floods and the Ice Storm of 1998 are illustrative of the support and co-operation that can be called upon when needed.

     The use of Canadian Forces and/or Reserves in Ontario, must be authorized and co-ordinated through Emergency Management Ontario.
